Mr. Blair M. Taylor is the first Executive Director of the
Municipal Pensions Oversight Board having started in January 2011. He holds a Bachelor of Arts degree in Communication
Studies from West Virginia University (1989) and a Master of Public
Administration (MPA) from West Virginia University (1991).
Prior to being hired by the Board, Mr. Taylor worked for
State Treasurer John Perdue from 1997-2010 as his Deputy Treasurer of
Administration. From 1991-1996 Mr.
Taylor worked for Governor Gaston Caperton, first in the Governor’s Cabinet on
Children and Families as Fiscal Officer (1991-1994) and later as the
Comptroller for the Office of the Governor (1994-1996).
Blair served on the board of directors for the Religious Coalition
for Community Renewal in Charleston from October 2001 – 2007, as an elder in
the Presbyterian Church for 12 years and has been active with Boy Scout Troop 5
from 2008 to the present
